About the customer

Customer is a Saudi Arabian telecommunications provider expanding rapidly across high-speed fiber broadband, digital services, and next-generation 5G mobile networks. Aligned with Saudi Vision 2030, the organization launched a digital-first transformation to replace legacy operational silos with a scalable commercial monetization platform.

Overview

Customer wanted to establish a greenfield digital foundation capable of delivering real-time converged charging and billing across high-throughput consumer services and scalable enterprise B2B IoT portfolios. Intellious designed and deployed a comprehensive monetization platform on the Oracle Communications Cloud Scale Monetization stack, replacing fragmented systems with a centralized charging, billing, and accounting architecture featuring sub-millisecond rating, native Arabic localization, and automated regulatory clearing.

The Challenge

Customer needed to launch 5G consumer bundles and enterprise B2B IoT offerings rapidly, against strict performance and regulatory benchmarks, while its legacy charging systems lacked low-latency processing and a disjointed product catalog risked revenue leakage. The platform had to comply with Saudi ZATCA Phase 2 e-invoicing mandates, support native right-to-left Arabic billing experiences, and handle massive concurrent 5G and IoT session volumes — all without accumulating custom software debt.

How Intellious Helped

Intellious deployed Oracle's Elastic Charging Engine for real-time 5G and IoT session rating, built an automated ZATCA-compliant e-invoicing pipeline, consolidated pricing into a unified design center, and rolled out localized Arabic billing care portals — establishing a scalable, compliant monetization foundation.

Business Impact

The greenfield deployment gave Customer an agile commercial foundation with full regulatory compliance across every business line — cutting product time-to-market from months to under two hours, achieving 100% automated ZATCA e-invoicing compliance, and reducing rating latency to under 1 millisecond. Arabic RTL billing care also cut dispute resolution cycles by 45%, with revenue leakage eliminated between CRM and rating systems.
